We Deliver... Responsible Utility Customer Protection Act The Pennsylvania General Assembly passed the Responsible Utility Customer Protection Act (Act 201) in November and the Law became effective Dec. 14, 2004. This new consumer protection law changes the rules pertaining to how natural gas, electric and water utilities interact with their customers. Act 201 created new rules for collecting money on past due accounts, to help utilities keep costs down and protects the needs and concerns of the disadvantaged, the elderly and thousands of utility customers who pay their bills responsibly.

A bill insert detailing certain rule changes as a result of the passage of Act 201 was included in January 2005 bills. There are new procedures on disconnections, payment agreements, bill responsibility and complaints to the Pennsylvania Public Utility Commission.
